A client recently contacted me to create a gift for their retiring boss. He is well known in his company for being a multi-tasker, so i created this design using Painter and Photoshop in conjunction with each other.

The Photoshop filters helped with the effect in the arms. First I created a quick mask and used the directional blur. Then I created another layer for the background and created a unique background with a custom brush, then used the zoom blur (a subset of the radial blur tool) to create the wirlwind effect by such an active subject.
